CORNWALL, Ontario – Charges have been laid against a Cornwall man who threw two nine week old border collie-type puppies and one terrier mix puppy over a seven foot fence at the Ontario SPCA Stormont, Dundas & Glengarry Branch.

The OSPCA made the announcement about the charges this week.

The act resulted in the puppies landing forcefully on the gravel on their necks, backs and other parts of their body. One of the puppies had difficulties getting up and was walking with a limp afterward.

The individual, who has not been named yet, faces one count of causing distress to an animal, one count of permitting distress to an animal, failure to provide adequate and appropriate protection from the elements and failure to provide the care necessary for an animal’s general welfare.

“The Ontario SPCA would like to thank the public for coming forth with information that has led to finding the person responsible for leaving the puppies,” said Steve Toy, an OSPCA senior inspector.

An OSPCA spokesperson said it is the agency’s policy not to release the identity of charged individuals unless they are found guilty in court.

Seaway News is attempting other means to identify the individual.
