Cornwall, ON- Richard Herne, 31 of Hogansburg, New York, was arrested at approximately 1:00 pm on February 7th, 2013. It is alleged that on February 7th, 2013 he attended the Canadian Border Service Agency while under the influence of alcohol. He was detained and turned over to a member of the Cornwall Community Police Service Community Patrol Division. He was charged with Over 80 and released to appear in court on February 19th, 2013.
