Victim is Joel Mukonkole, who is African-Canadian with black short hair and brown eyes. Suspect is Rachel Esema-Okako, 31 yrs old described as African-Canadian, with long, brown hair and brown eyes. Last seen driving a Red Pontiac Vibe with 4 doors bearing Quebec plate # 270-XLX. Last seen in the Kanata, Ontario area.
