CORNWALL, Ontario – Chelsea Kelly, 30, of Ottawa was arrested on Jan. 3, 2019 and charged with theft under $5,000.
It is alleged on Nov. 16, 2019, while at the residence of a woman known to her, Chelsea Kelly took a ring that did not belong to her. Police were contacted and an investigation ensued. On Jan. 3, 2019, the woman attended police headquarters to deal with the matter. She was taken into custody, charged accordingly, and released to appear in court on Feb. 12, 2019.
