CPS officer charged with fraud

CORNWALL, Ontario – A Cornwall Police Service (CPS) officer was arrested and charged on Monday, March 25, 2019, following an investigation by the Ontario Provincial Police.

Constable Constance Troutman has been charged with Fraud over $5,000, as well as Obtain Credit by Fraud, contrary to the Criminal Code. She was released to appear in court in Cornwall on April 23, 2019. The officer had been placed on administrative duties at the time the CPS learned of the criminal investigation. Constable Constance Troutman is currently on personal leave from the Service.
