Two arrested in Cornwall for kidnapping

CORNWALL, Ontario –  The Criminal Investigation Division is investigating an incident that occurred in early December, 2017 where a man suffered a gunshot wound to his arm and was forced from his residence.

As a result of the ongoing investigation two persons have been taken into custody and charged accordingly while a third person is being sought by the Cornwall Community Police Service. It should be noted that the public’s safety is not a concern as it is considered an isolated incident.

Marcel Seip, 29, and Kaitlin Chaine, 24, both of Cornwall have been arrested by the Criminal Investigation Division and charged with the following:

  • Uttering Threats,
  • Break, Enter and Commit Kidnapping while using a Firearm
  • Discharge Firearm with Intent
  • Firearm: Use while committing offence
  • Firearm: Possession contrary to Prohibition Order
  • Firearm: Unauthorized Possession
  • Discharge Firearm with Intent
  • Possession of a Weapon for Dangerous Purpose
  • Pointing a Firearm
  • Aggravated Assault

CCPS is actively looking to locate Blais Girard (DOB Aug.1st, 1995) and Canada Wide Warrant has since been obtained for his arrest. Blais Girard has a visible and distinctive mark on his face and has a recent injury to his right wrist. Anyone with any information about his whereabouts or the incident in question is asked to call D/Cst. Tony Joseph at (613)933-5000 ext.2422.
