City of Cornwall Welcomes New Chief Administrative Officer (CAO)

Cornwall’s Mayor and City Councillors have approved the hiring of Mathieu Fleury as new CAO, effective August 28, 2023.

“The City of Cornwall is excited to welcome Mathieu Fleury to the role of Chief Administrative Officer of the City of Cornwall,” said Mayor Justin Towndale. “With his background as a City Councillor and Chair of the Ottawa Community Housing Corporation, Mr. Fleury is a great fit to help move Cornwall forward.”

“I’d also like to take this opportunity to sincerely thank Mark Boileau for acting as Interim CAO, well past his retirement date. His efforts ensured that the City kept running while we completed our recruitment efforts.”

Mr. Fleury most recently served as interim Executive Director of J.W. MacIntosh Community Support Services — a Williamsburg organization that provides housing and community support services to seniors and other adults. In his time there, he led a comprehensive organizational review, solidified its financial accountability, spearheaded its Accreditation Canada certification process, and positioned the organization for future growth. Mr. Fleury’s long track record of public service also includes 12 years as an elected municipal official in Ottawa and, previously, as policy advisor in the federal government.

He attended the University of Ottawa, graduating with a Master’s in Health Sciences.

“I am passionate about people and community-building. The City of Cornwall, like towns and cities across Ontario, is poised for incredible growth over the coming years, and what we do now will help ensure that our future is the brightest it can be,” said Mr. Fleury. “I look forward to working with city employees to deliver on Council priorities.”

Mr. Fleury will immediately get to work addressing our infrastructure deficit, preparing for climate change impacts, addressing housing needs, revitalizing our mainstreets, offering safe, attractive spaces for seniors and youth, welcoming newcomers, and so much more.

Fluently bilingual in both of Canada’s official languages, Mr. Fleury brings a wealth of knowledge in public policy, infrastructure renewal, affordable housing, governance and government relations.

“When it comes to finding solutions to challenges – collaboration is key,” Mr. Fleury added. “Together, we can accomplish so much and I look forward to working with The Cornwall team to deliver for residents.”

Council has hired Mr. Fleury to a five-year term.

Mathieu Fleury was hired by Cornwall’s Mayor and City Council, effective August 28, 2023.

An accomplished public servant, Mr. Fleury is well known in eastern Ontario and well regarded for his many professional and volunteer contributions over the course of his career.

Mr. Fleury most recently served as interim Executive Director of J.W. MacIntosh Community Support Services — a Williamsburg organization that provides housing and community support services to seniors and other adults. In his time there, he led a comprehensive organizational review, solidified its financial accountability, spearheaded its Accreditation Canada certification process, and positioned the organization for future growth.

As Chair of Ottawa Community Housing, Ottawa’s largest landlord with 32,000 residents, he oversaw several multi-year strategic plans, pioneered a new path for the construction and renewal of 10,000 new affordable housing units in Ottawa.

His extensive service on local boards includes local Business Improvement Areas (ByWard Market, Rideau and Vanier), The Shaw Centre, and Ottawa Public Health. He served as Ottawa’s Sport Commissioner, having founded the Ottawa Sport Council, the Rideau Winter Trail and the Ottawa Basketball Network. He was instrumental in the
expansion of the Ottawa Art Gallery, the reconstruction of La Nouvelles Scène and the reinvestments in Arts Court. He is an active supporter of philanthropy and has been a United Way Campaign co-chair.

He was awarded the Bernard Grandmaitre Award in 2023. He is also an active supporter of philanthropy including co-chairing the United Way Campaign. Mr. Fleury is married to his wife, Lai. The couple have a son, Jacob, and a daughter,
Adele.
