OPP apprehend dangerous driver who refused to leave vehicle

On February 10, 2022 shortly after 11:00 a.m., Stormont, Dundas & Glengarry Ontario Provincial Police responded to a call for assistance from police. SD&G OPP responded to the area. Upon attending the area, updates provided to officers that the male involved with the call was wanted for previous criminal offences.

SD&G OPP officers attempted to stop the vehicle, the driver then failed to comply with the request to stop and continued on driving recklessly. Officers did not follow due to risk of public safety.

The driver and vehicle were then observed again shortly after on Groves road, South Stormont. Further investigation revealed that the driver was possibly armed. The driver refused to exit the vehicle while parked on Groves Road. Numerous assisting units attended the area including Canine, Emergency response Team (ERT), Tactics, Rescue Unit (TRU) and crisis negotiators. Crisis negotiators spoke with the male, shortly thereafter he exited the vehicle and was arrested without incident.

The accused was previously wanted in relation to a harassment investigation.

No injuries occurred to the accused, civilians or officers.

James BARKLEY age 42, of North Stormont, Ontario was arrested and is charged with:

–            Criminal Code 320.17 – Flight from peace officer

–            CC 129(a) – Resist peace officer

–            CC 320.13(1) – Dangerous operation

–            CC 264.1(1)(a) – Uttering threats – cause harm or bodily harm

–            CC 264(2)(d) – Criminal harassment – threatening conduct – two counts

–            CC- Intimidation – justice system – justice system participant

–            CC145(5)(a)- Fail to comply with release order -other than to attend court
